Milne, W. K. Burton and J. Conder, who conducted on-site surveys in the stricken area of the Nobi earthquake. We investigated the relationship of three men and found the following points: 1. Official Gazette reported that Burton and Milne were dispatched to the stricken area on the same day of October 30, but actually Burton left on October 28 and Milne on October 29, thus they acted separately. However, they might have joined with each other at Shukinro Inn in Nagoya on October 30, 31 and November 1. 2. Burton and Conder might have met at Shukinro Inn on November 2. Also, they met in Neo valley on November 6 and left Ogaki on the same day of November 8. 3. Both Conder and Milne might have stayed at Shukinro Inn on November 2. 4.
