Regarding to literature study,“ bottomup approach”and“indigenous development  theory”has been exercised in 1980ʼs in Japan. Similar community-based approaches were exercised in Niigata in the same period without prefectureʼs initiatives. After governor Hirayamaʼs Policy, Niigata prefecture tried that approach in 1990ʼs. After 2000, new type of Machidukuri approach, such as the Murakami Machiya Project, is expected to be spread. Three typologies were recognized.},
